TOPUP admits list of parameters

The interface of TOPUP is multi-level, as other registration algorithms.
Most of the arguments of topup accept a value per registration level, separated by commas. Currently, only one value (single-level, or copy to all levels) is set.

For reference, it is useful to look at config files (like the typical b02b0.cnf of the examples).
