Usage-based billing is not currently supported for Visual Studio subscriptions with Enterprise.
Visual Studio subscriptions with Enterprise is a combined offering from Microsoft that allows a subscriber to use both Visual Studio and Enterprise. Visual Studio subscriptions with Enterprise is available from Microsoft under the terms of the Microsoft Enterprise Agreement. For more information, see Visual Studio subscriptions with Enterprise on the Visual Studio website.
To use the Enterprise portion of the license, each subscriber's personal account on must be or become a member of an organization owned by your enterprise on . To accomplish this, organization owners can invite new members to an organization by email address. The subscriber can accept the invitation with an existing personal account or create a new account.

After you assign a license for Visual Studio subscriptions with Enterprise Cloud to a subscriber, the subscriber will use the Enterprise portion of the license by joining an organization in your enterprise with a personal account on . If the verified email address for the personal account of an enterprise member on matches the User Principal Name (UPN) for a subscriber to your Visual Studio account, the Visual Studio subscriber will automatically consume one license for Visual Studio subscriptions with Enterprise Cloud.

For Enterprise Managed User only, to make sure a user account consumes a Visual Studio license, ensure the Visual Studio UPN matches the SCIM userName
attribute or the email address from the linked identity on the account.
The total quantity of your licenses for your enterprise on is the sum of any standard Enterprise licenses and the number of Visual Studio subscription licenses that include access to . If the personal account for an enterprise member does not correspond with the email address for a Visual Studio subscriber, the license that the personal account consumes is unavailable for a Visual Studio subscriber.

You can view the number of Enterprise licenses available to your enterprise on .com. The list of pending invitations includes subscribers who are not yet members of at least one organization in your enterprise. If you download a CSV file with your enterprise's license usage in step 6 of Viewing the subscription and usage for your enterprise account, any members with a missing value for the "Name" or "Profile" columns have not yet accepted an invitation to join an organization within the enterprise.
You can also see pending Enterprise invitations to subscribers in the administrator portal for Visual Studio subscriptions.
When you purchase Enterprise, you get access to both Enterprise Cloud and Enterprise Server. For more information, see About for enterprises.
For users only on Enterprise Server, each Visual Studio subscriber will only consume one license as long as the email address associated with their Enterprise Server account matches their Visual Studio UPN. For users on both Enterprise Server and Enterprise Cloud, only one license will be consumed as long as you follow the instructions in the 'About licenses for Visual Studio subscriptions with Enterprise Cloud' section, and the user's accounts are linked as described in Syncing license usage between Enterprise Server and Enterprise Cloud.
